Born and raised in Mobile, Alabama, Dr. Rocky enlisted into the U.S. Army as an Air Traffic Controller immediately after high school graduation, served three tours in Korea and one combat deployment to Afghanistan.
Following retirement from the military, Rocky continued to assist service members as a Transition Assistance Program Career Counselor traveling to various locations, including Columbus, GA, in support of deploying and redeploying active, reservist, and National Guard service members.
In 2015, Dr. Rocky relocated to Columbus, GA; choosing Columbus as his permanent community and also where he met and married his wife; Retired U.S. Army Captain and Columbus Airport Commissioner Delois Dee Marsh. Dr. Rocky is a federal employee on Fort Benning serving as a budget analyst. Dr. Rocky serves on the Mayor's Crime Prevention Committee as the Fort Benning Liaison, Executive Director of the Garner Grant, President of the Fountain City Mardi Gras Association, Vice President of the River Valley Black Chamber of Commerce, Chair of the Miss Juneteenth Columbus Pageant, and Life Member of Alpha Phi Alpha Fraternity, Inc. Dr. Rocky is an astute student of life learning. His total life education includes an Undergraduate Degree in Human Resources, a Graduate Degree in Educational Leadership, and a Doctorate in Education from Trident University International. Dr. Rocky also possesses two national professional certifications in Human Resources, a public speaking self learning accomplishment portfolio from Toastmasters International.
